Power surge on hub port windows 7

Доброго времени суток !

Попросили разобраться с вот такой проблемой:
Как вставляешь 3G Modem в USB порт Windows выдает такую ошибку на счет питания, что превышено потребление питание на USB порте.
Модем теряется и всё.
Пробовал модем чуть другой модели, та же самая ерунда происходит. На другом компе, оба 3G модема определяются и работают исправно.
Пробовал только один модем подключать и больше ничего к УСБ портам. Никакого эффекта.
Пробовал к разным УСБ портам. Одна и та же ошибка.
Другие устройства как мышь, клавиатура, флэшка работают нормально — не отрубаются.

В Интернете нашел только следующие методы:
1) Отключить все УСБ устройства и поудалять все УСБ контролеры и списка устройств в Диспетчере устройств.
Windows после перезагрузки конечно все их нашел и установил заново нормально. Но проблему не решило.
2) Говорят что где-то перемкнуло УСБ порт с корпусной заглушкой или типа того.
Всё тщательно осмотрел, вроде всё в порядке. Фронтальные УСБ порты вообще от материнской платы отключил, так как они уже разработаны сильно.

Неужели уже только новую материнку придеться ставить ?
Может ещё какие-нибудь есть идеи или решения ?

З.Ы. Windows XP SP3, БИОС последний, Проц 478 сокет — П4, хард 80ГБ, видео 9550 радеон. БП Fortron — 400W. Может если ещё что-нить надо про конфиг, спрашивайте.

Power Surge On Hub Port

Currently using a Toshiba Satellite a665-s6070 laptop with Windows 7 Home Premium. I had an optical mouse and an iPod Touch plugged into my usb ports. I picked up my laptop to move it from my coffee table to my lap, and I received an error that said «Power Surge On Hub Port: A USB device has exceeded the power limits of its hub port.» My ports were unresponsive after that. My iPod Touch still works fine, so I know my peripherals weren’t fried. I rebooted my machine, still no response—no power to the mouse or a flash drive, nothing. I checked device manager, and it still lists the USB ports as functional. I looked around on MS Answers, and followed instructions to uninstall the USB controllers in device manager, reboot my machine, and allow the controllers to reinstall themselves, which they did automatically. Same deal—showing up in device manager as functional, but still no power to peripherals. Microsoft Automated Troubleshooting Services found nothing wrong. Rebooted again, just for kicks. No change.

I’ve copied and pasted the results of the PC Diagnostic Tool. Hope it’s some help.
