I am trying to re-install VS2015 because of issues with debug symbols. But I am getting the error «the specified program requires a newer version of Windows». The product version is «14.0.5744». Again, I was able to install VS2015 community before without issues.
Also, VS 2015 enterprise seems to install fine (so far).
The windows version is «windows 7 with service pack 1».

Visual Studio 2015 Community edition requires Windows 8.1 and Windows Server 2012 R2, update 2919355 (also available through Windows Update) is required for Visual Studio 2015 to install successfully.

Visual Studio 2015 Community edition requires Windows 8.1 and Windows Server 2012 R2, update 2919355 (also available through Windows Update) is required for Visual Studio 2015 to install successfully.

That is not correct. On the requirements page you linked to, it clearly states «Supported operating systems . Windows 7 Service Pack 1» for Visual Studio Community 2015 with Update 1.
For anyone landing here with the same problem:
I had this issue. The first time the installer ran, but gave some errors at the end (after about an hour!!), and every time I tried to run the installer from then on, it would give me this error. I have tried uninstalling, restarting, uninstalled all other versions of VS on my system, same issue.
Then I saw that there are ‘residue’ left behind after the uninstall. I shift-deleted all three Visual Studio folders (2010, 2013 and 2015) in the Program Files (x86) folder after I uninstalled them all, ran the 2015 setup again, and voila! Installation ran from start to finish without any issue.
I suspect some programs with dependencies install sections of the versions required, and when you do the full install later, it bombs out somehow.
1) Uninstall all versions and updates of Visual Studio from the control panel

I receive the following error: «The specified program requires a newer version of windows» when installing visual studio 2012 RC on a Windows Server 2008 R2 machine which is completely up to date.
I have VS2005 and 2010 on my machine and .Net 4, 3.5 etc.

Please look at the Windows version numbers here:
Note that the version number for WS 2008 R2 is 6.1.
From your install logs:
«[07F8:13A0][2012-06-10T23:27:32]: Condition ‘(VersionNT >= v6.1)’ evaluates to false.
[07F8:13A0][2012-06-10T23:27:49]: Bundle global condition check didn’t succeed — aborting without loading application.»
It appears you have Windows Server 2008, not Windows Server 2008 R2.

Any chance your Windows Server 2008 R2 is for Itanium?
From the download details:
- Supported Operating Systems: Windows 7; Windows 8 Release Preview;
Windows Server 2008 R2; Windows Server 2012 Release Candidate
- Windows 7 (x86 and x64)
- Windows 8 Release Preview (x86 and x64)
- Windows Server 2008 R2 (x64)
