I request you to try to install the program in Clean Boot.
To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a «clean boot.» A clean boot helps eliminate software conflicts. Here is the link for your reference to perform clean boot.
Note : Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the KB article to boot the computer in normal startup after fixing the issue.

But the issue is resolved only in clean boot. it becomes rather troublesome to perform a clean boot every time i have to run a .msi installer. some permanent solution would be nice.
I have also noticed that the problem is only for pure .msi installers. If i use a .exe installer with an msi embedded, it installs without any problems.

Clean Boot is performed to see if there are any application(s) conflicting with the installation. Since, the .MSI packages install successfully in Clean Boot, it means that there is an application(s) which is preventing the installation.
I would like you to refer to the section: How to determine what is causing the problem by performing a Clean Boot , in the following link.
