Virtual CD-ROM Control Panel is a useful utility that enables Windows XP, Vista, and Windows 7 users to mount ISO disk image files as virtual CD-ROM drives.
Being able to use a Virtual CD-ROM rather than a physical one, has a number of useful advantages, namely, being able to read disk images and install software or recover backup files, without messing around with multiple disks.
Virtual CD-ROM Control Panel creates a virtual CD drive on your hard disk. Accessing it is simple, just double click your mouse! The app is small, lightweight and optimized for efficiency. It is also portable, and can be copied and ran from any USB flash drive, and it does not make permanent alterations to the system registry.
The user interface is standard, with all of the functions in the main window. Drives can be added, or removed. You can mount or remount a CD, and also eject it. Using the app is straightforward enough; simply select the image you want to mount and it does the rest! It is worth noting that first time users should follow the notes in the Readme file though, to familiarise themselves with the processes involved.
Overall, if you’re looking for a simple way to create a virtual CD drive, Virtual CD-ROM Control Panel does the job without attacking your system resources in the process.
Please note: This utility is not required by users running Windows 8, as Windows 8 natively supports ISO files.

С известной толикою сожаления мне приходится подчас замечать, что добрые люди бывают иногда склонны попиратить большой комплекс программ для взаимодействия с оптическими дисководами и образами лазерных дисков (скажем, набор программ Nero хотя им нужно выполнить только одну простую задачу — например, просто подключить (точную копию чтобы выглядел будто дополнительный диском.
А если для работы с оптическими дисководами применяется программа, (скажем, CDBurnerXP или ImgBurn), то нередко случается так, что программа эта слишком проста, то есть что она умеет, как правило, создавать образы дисков и иногда даже преобразовывать те образы, которые созданы в других программах (например, из формата NRG умеет сделать формат ISO), но с подключением виртуальных дисков не справляется.
Обе эти проблемы под Windows XP Home или Windows XP Professional можно решить, используя простой и очень небольшой архивный файл, бесплатно раздаваемый Корпорацией Microsoft с её сайта. Надобно только вон там жмякнуть мышою по гиперссылке «Download the Microsoft Virtual Control Panel package now». Архив этот является самораспаковывающимся, занимает он и содержит три файла: текстовый файл с инструкциями по установке, содержит собственно драйвер виртуального диска), консоли (установка, разустановка), которые в виртуальный оптический привод «засовываются» (можно их вставить, можно вынуть, можно создавать новые буквы дисков, можно посмотреть, какой образ вставлялся последним, и так далее).
(Драйвер понимает только ISO-образы, но для преобразования других образов в ISO можно использовать вышеупомянутый CDBurnerXP, например.)
Остаётся лишь немало дивиться тому, что майкрософтовцы не включили этот драйвер загодя в состав Microsoft Windows XP, и тому, что рядом не лежат аналоги его для Висты и для Windows 7. Всякий криптоконспиролог тотчас мог бы почуять в этих обстоятельствах аромат сговора с производителями дорогостоящих виртуальных сидюшников, например.
Известие о майкрософтовском виртуальном CD в нынешнем феврале ужé появлялося на Хабрахабре, но «хорошее повтори и ещё раз повтори».

I have a test machine with windows 7 64 bit. Following the instruction to install the virtue CD-ROM, I got an error message stating «this driver has been blocked from loading» when trying to install the driver VCdRom.sys. It seems that it won’t work.
In addition, I noticed this Virtual CD-ROM is for Windows XP Home or Windows XP Professional, thus better find win7 compatible free tools like MaglcISO and so on.

Virtual Clone Drive works just fine on Windows 7 Ultimate 64-bit.

Thanks! This resolved my issue. The only thing I had to figure out on my own is how to run Command Prompt as Administrator. Start/Search Type Command Prompt and when you see the results, right-click on Command Prompt and select Run as Administrator.
Hi. I know this reply is a little. the last reply was 3 years ago.
I only tested this with Windows Explorer 6.1.7601.17567 in Win7 32bit.
Extract files as stated above, copy vcdrom.sys to %systemroot%\system32\drivers folder.
Then run as administrator the vcdcontroltool.exe. As above add the driver, then add drive and then mount an image.
I had same problem with windows explorer not showing the drive letter so I just thought screw it and started doing something else on my pc. When I went to save my work on the program I was using I noticed a new cd rom drive. When I selected it I realised it was the image I mounted earlier. I then continued to save my work and then re-booted the pc. When the pc rebooted my new virtual cd-rom drive was visible in windows explorer and accessible.
