Рассматриваемая неполадка возникает по следующим причинам:
- аппаратные проблемы (с самими девайсами или разъёмами на материнской плате);
- повреждение файлов драйверов или испорченные записи о них в системном реестре.
Начнём разбор методов устранения сбоя по порядку.
Способ 1: Устранение аппаратных проблем
Нередко причиной проблемы являются аппаратные неисправности как самих клавиатуры и мыши, так и соответствующих разъемов на материнской плате. Проверить это очень просто – попробуйте подключить проблемные устройства к другим разъемам или другому компьютеру. Если сбой всё ещё наблюдается, причина однозначно в устройствах, и их следует заменить. Таким же образом проверьте и разъемы на плате, подключая к ним заведомо рабочую периферию – если причина в материнке, её следует отнести в сервисный центр.
Отдельно стоит отметить случаи использования мыши и/или клавиатуры с разъёмом PS/2, подключённых к USB через специальный переходник – не исключено, что корень проблемы кроется именно в последнем, особенно если это дешевое устройство китайского производства. Тут оптимальным решением будет замена девайса, поскольку PS/2 уже почти вышел из использования.
Если же в загруженной системе устройства не работают, при этом нормально функционируя в среде LiveCD или БИОСе компьютера, причина точно программная.
Способ 2: Устранение проблем в системном реестре
Основная программная причина, по которой не работают мышь и клавиатура – повреждение некоторых записей в системном реестре, отчего ОС не способна корректно распознавать периферию. Следовательно, метод устранения такого рода неполадки заключается в исправлении повреждённых записей. Так как по очевидным причинам из-под самой системы это проделать не получится, следует воспользоваться LiveCD, основанным на Виндовс и записанным на флешку либо компакт-диск. Создавать таковые, в случае отсутствия, придётся на другом компьютере.
- В среде LiveCD откройте «Редактор реестра». Проще всего это сделать через утилиту «Выполнить»: нажмите клавиши Win+R, введите команду regedit и щёлкните «ОК».
Откроется выбранная оснастка. В ней выделите ветку HKEY_LOCAL_MACHINE , после чего воспользуйтесь панелью инструментов средства, выбрав там пункты «Файл» – «Загрузить куст».
Загруженной ветке потребуется задать имя – подходит любая комбинация английскими буквами.
Перейдите по адресу:
HKEY_LOCAL_MACHINE\*имя загруженного раздела*\ControlSet001\Control\Class
В нём найдите директорию с названием и перейдите в неё. Там скорее всего будет присутствовать параметр LowerFilters с произвольным значением, выделите его, кликните правой кнопкой мыши и нажмите «Удалить».
Подтвердите своё намерение.
Также, если в параметре UpperFilters присутствует значение, отличное от kbdclass, его нужно изменить именно на такое — для этого дважды кликните левой кнопкой мыши по нужному параметру, введите нужное в открывшемся окне и нажмите «ОК».
Теперь перейдите к папке и повторите действия из шага 4.
Далее повторите шаг 5, только на этот раз значение должно быть равно mouclass.
Вернитесь к начальной папке загруженного куста, выделите её и воспользуйтесь пунктами «Файл» – «Выгрузить куст».
Закрывайте «Редактор реестра» и выключайте машину. Вытащите флешку или диск с LiveCD и загрузите ПК как обычно. Клавиатура и мышь должны заработать.

I am using windows 7 64-bit. I just installed it onto my computer 3 days ago. The automatic updates went smooth and so far I am enjoying win7 except I have an annoying problem with my mouse. I have a mid-size micro innovations optical mouse I got at frys. This mouse has no issues with xp sp3 except for windows 7.
When I turn on my computer for the first time, my mouse works perfectly fine. But whenever I restart the computer, my mouse will not function properly. My mouse is able to move around and open up the properties window (whatever you call it) via right-click, but cannot click anything with the left-click button, and also it cannot scroll up and down either.
I reinstalled the drivers for both my keyboard and mouse, switched usb ports around to 2.0 to 3.0, used different mouse, but no luck. My usb mouse and keyboard is recognized and working properly according to «Device Manager.» By the way, I only have 1 ps2 port which is able to use either a mouse or a keyboard. Currently my keyboard is hooked up to the ps2 port and my usb mouse to a usb port.
Is this a driver, software, or hardware issue?
Anyway, I found out two annoying ways to get around this:
1st MINOR/TEMPORARY FIX
Open up task manager via ctrl+alt+esc and hit alt+tab 5-6 times.
2nd MINOR/TEMPORARY FIX
Restart the computer, login, and while it’s logging in, continue to move the mouse until you get to your desktop. This fix will get around the 1st option.

According to techsupport, it doesn’t need software to be installed. It just uses the basic usb drivers from windows.

There is a remote possibility that something running on the computer, such as antivirus/
antispyware/security programs and others, so the next message will give information on
checking those after the below methods have been used.
Please ask your own question in that forum (1st link) as it does not specify that Windows 7
64 bit is even supported. Also there could be known issues as you are experiencing.

If it really only uses the default Windows 7 drivers then try these :

Start — type in Search box — COMMAND find at top of list — RIGHT CLICK — RUN AS ADMIN
Then run checkdisk (chkdsk).
Then lets refresh the USB Stack
Control Panel — Device Manager — click anywhere in the blank/white area — then VIEW — Show
Disabled Devices — look everywhere (except USB Controllers) for your mouse (may have
none or more than one) and Right Click on it — UNINSTALL.
Control Panel — Device Manager — USB Serial Controllers — RIGHT CLICK on EVERYTHING and
UNINSTALL all except the category itself — REBOOT — this refreshes the driver and the USB stack

Here is a utility to help but do the above 1st.
USBDeview is a small utility that lists all USB devices that currently connected to your computer,
as well as all USB devices that you previously used. Run it Options and check the 1st three
choices to see if any are there.
You would remove all instances of the devices then reboot.

What antivirus/antispyware/security products do you have on machine? Include any you have EVER
had on this machine including those you uninstalled (they leave remnants behind which can cause
strange issues).
Do these if you have not already done them (and you should have above).
Try these to clear corruption and repair/replace damaged/missing system files.
Start — type this in Search Box -> COMMAND find at top and RIGHT CLICK — RUN AS ADMIN

TaskBar — Task Manager — take a look at Appplications — Processes — Services — this is a quick
reference (if you have a little box on Lower Left — Show for All Users then check that).

Consider this an absolute must — manually updating your drivers.
Vista and Windows 7 love updated drivers so here is how to update the major ones.
This is my generic how to for proper driver updates :
This utility makes it easy to see which versions are loaded :
DriverView — Free — utility displays the list of all device drivers currently loaded on your system.
For each driver in the list, additional useful information is displayed: load address of the driver,
description, version, product name, company that created the driver, and more.

For Drivers check System Maker as fallbacks and Device Maker’s which are the most current.
Control Panel — Device Manager — Display Adapter — write down the make and complete model
of your video adapter — double click — Driver’s tab — write down the version info. Now click UPdate
Driver (this may not do anything as MS is far behind certifying drivers) — then Right Click —
Uninstall — REBOOT this will refresh the driver stack.
Repeat that for Network — Network Card (NIC), Wifi, Sound, Mouse and Keyboard if 3rd party
with their own software and drivers and any other major device drivers you have.
Now go to System Maker’s site (Dell, HP, Toshiba as examples) (as rollback) and then Device
Maker’s site (Realtek, Intel, Nvidia, ATI as examples) and get their latest versions. (Look for
BIOS, Chipset and software updates at System Maker’s site while there.)
Download — SAVE — go to where you put them — Right Click — RUN AD ADMIN — REBOOT after
each installation.
Always check in Device Manager — Drivers tab to be sure the version you are installing actually
shows up. This is because some drivers rollback before the latest is installed (sound drivers
particularly do this) so install a driver — reboot — check to be sure it is installed and repeat as
needed.
Repeat at Device Makers — BTW at Device Makers DO NOT RUN THEIR SCANNER — check
manually by model.
Manually look at manufacturer’s sites for drivers — and Device Maker’s sites.

If you update drivers manually then it is a good idea to disable Driver Installations in Windows
Updates, this leaves Windows Updates ON however it will not install drivers which will usually be
older and cause issues. If Updates suggests a new driver then HIDE it (Right Click on it) and then
go look for new ones manually if you wish.
Refer to these threads for many more excellent tips however be sure to check your antivirus
programs, update major drivers and BIOS, and also troubleshoot with the cleanboot method
first.
