Windows live id sign in assistant setup wizard ended prematurely

I can’t install Windows Live ID Sing-In Assistant, i want to install Email Router for MS crm 2016
in windows server 2012 i cant access internet for security reasons.
so i want solve this problem without internet accsess
I searched a lot ,I found several solutions but did not result ,like :
1 ) I start windows in safe mode and then install wllogin_64.msi but not helping
2) I seen this page, but not helping

3) I using the following command :
Msiexec /i wllogin_64.msi /l*v C:\setupLogs.log NOMU=1
